Mr. Rodríguez established his Law Offices in January, 1991 to practice tax, corporate, contracts, civil, and commercial law. Mr. Rodríguez is admitted to the practice of law in the Commonwealth and Federal District Court of Puerto Rico with 25 years of experience in the practice of Corporate and Tax Law. He has a BBA and a JD with high honors from the University of Puerto Rico and an LLM degree in taxation from the New York University School of Law.
Mr. Rodríguez is a member in good standing of the Puerto Rico Bar Association (member #9345) and the Tax Section of the American Bar Association and the Puerto Rico Bar Association. He is the VP of the Tax Committee of the Puerto Rico Bar Association, and member of the Tax Committee of the Puerto Rico Manufacturers Association, the School Council of Colegio San José since 1998 and the New York University Law School Alumni. He is also an avid collector of books, maps, and other memorabilia.
During November to December, 2004, Orlando served as a member of the Transition Committee of Governor Aníbal Acevedo-Vilá. On September, 2008, the Governor appointed Orlando to an advisory committee to evaluate the proposals of the Legislature and the Executive Branch to cut the income tax rates of individuals.
Orlando regularly attends the Graduate Tax Workshop at NYU School of Law, an event where tax reform and current developments in several areas of tax practice are discused by the Faculty Members of the NYU School of Law.
Orlando's opinion on the reform of Puerto Rico tax system has been covered by the local press and he has organized or participated in several seminars and conferences on tax reform. His article "En Torno al sistema de Arbitrios y el Impuesto Sobre las Ventas" was published in 2003 on the magazine Ley y Foro of the Puerto Rico Bar Association.
On March 17, 2005, he was invited by Cumbre Social, a non profit entity composed of more than 50 labor and non profit organizations, to discuss the reform of the Puerto Rico tax system. On October 2005, he acted as speaker on a workshop about the taxing power of the municipalities sponsored by the Puerto Rico Bar Association. On February 2006, he organized and served as moderator of a forum about tax reform with the participation of the House of Representatives, the Treasury Department and the CPA's Association. The forum was sponsored by AAINCO, an alliance created by ten trade and professional organizations of the construction industry. On 2006, Orlando was appointed by the President of the Bar Association to chair the commission that prepared the statement of the Bar Association regarding the proposed tax reform. |
